Senator Hurtado Renews Call on Governor Newsom for Cybersecurity Briefing, Warns of Infrastructure Vulnerabilities Amid Iran Conflict
BAKERSFIELD, CA — As tensions rise overseas and cyber threats against U.S. infrastructure intensify, Senator Melissa Hurtado (D-16) today renewed her call for Governor Gavin Newsom to provide a cybersecurity briefing to the Legislature. Hurtado emphasized that foreign adversaries are actively probing critical infrastructure, including California’s electric grid, during global conflicts like the ongoing Iran-Israel crisis, as national security officials have warned.
“My heart is with our brave troops and their families during this difficult time. I’m praying for their safety and for peace, for our nation, for our allies, and for all innocent people caught in the middle of this conflict. Moments like this remind us what’s truly at stake and why we must work toward stability.”
Earlier this year, Senator Hurtado led a letter to Governor Newsom urging a cybersecurity briefing for the Legislature regarding the state’s preparedness and response plans, under Executive Order N-12-21, a request that remains unanswered.
“It’s not a matter of if a cyberattack will hit us, one has already impacted us, perhaps without us even knowing. A bigger one could come at any time. It’s a matter of when, and whether we’ve done our job to detect it in time and protect people from harm. This isn’t just about policy, it’s about keeping the lights on, keeping food safe in the fridge, and keeping families from paying the price. Californians deserve action, and legislators deserve a briefing so we can help protect the people we serve.”
Senator Hurtado has long championed stronger protections for critical infrastructure and cybersecurity preparedness, including:
- SB 593 (VOLT Act, 2025) – requires utilities to notify customers of voltage fluctuations, improve claims processes, and enhance grid protections against cyber threats.
- SB 265 (2023) – directs Cal OES to develop a cybersecurity outreach plan for critical infrastructure operators.
- SB 892 (2021) – laid early groundwork for state cybersecurity coordination.
- SB 446 (2025) – proposed comprehensive protections for essential infrastructure.
Hurtado also convened federal and local leaders for a Water Cybersecurity Workshop in partnership with the U.S. Department of Homeland Security to raise awareness and strengthen regional coordination.
