Hurtado Fights to Protect Valley Families from Rising Housing Costs
Sacramento, Calif. (April 30, 2026)—Senator Melissa Hurtado (D-Bakersfield) today convened a hearing of the Senate Budget Subcommittee No. 4 on State Administration and General Government, bringing together the public and state leaders to examine key issues shaping California’s housing future, including a budget proposal to raise fees on mobilehome residents.
“Too often, we see decisions that benefit powerful interests while everyday families are left to carry the burden,” Senator Hurtado said. “Mobilehome residents deserve stability not added costs that make it harder to stay in their homes. If we’re serious about making the California dream real again, we need to be standing up for the people who are working every day to hold onto it.”
In the hearing, the California Housing and Community Development department advocated for the fee increases—on both park residents and park owners.
Mobilehome communities remain a critical source of affordable housing for thousands of Californians, particularly in rural and working-class regions like the Central Valley. Senator Hurtado emphasized that any policy changes must prioritize affordability and stability for residents, rather than shifting additional administrative or financial burdens onto them.
In addition, Senator Hurtado voiced her support for the California State Senate’s “foundation of the Future” budget plan, which will make targeted investments in affordable housing, homeownership programs and ensures critical resources for local governments to reduce and prevent homelessness.
As chair of Subcommittee No. 4, Senator Hurtado continues to prioritize policies that expand access to affordable housing while protecting vulnerable communities from rising costs. Subcommittee No. 4 moved to hold open for future discussion as budget conversations continue.
